• To strengthen the system of physical development, social and economic development in urban and rural areas to improve the standard of living in accordance with the state goals
• To manage, control and coordinate the promotion, use and soil conservation through effective implementation of the Law on Urban and Rural Planning and deeds related
• To formulate and implement the methods, policies, plans and guidelines for planning and ensuring the effective implementation by all institutions in the planning level
• To ensure town planning services and quality information system for the needs of long-term planning
